United Nations Human Rights Council (UNHRC): Addressing Digital Surveillance Risks and Privacy Violations and Their Impact on Civil Liberties

General Assembly 2: UNHRC
Committee Summary
The United Nations Human Rights Council (UNHRC) has been tasked with confronting the rapid expansion of digital surveillance and its threat to the human right to privacy. In modern times, both governments and corporations have increased their use of tools like spyware, biometric identification, and facial recognition to monitor communication, movement, and online activity of both individuals and entire populations. In 2021, Amnesty International found that government clients had used NSO Group’s Pegasus spyware to select more than 50,000 phone numbers as potential surveillance targets, including journalists, activists, and opposition politicians across at least ten countries, such as Palestine, Kazakhstan, Bahrain, Jordan, and more. This committee will examine the political and economic forces driving the current growth of digital surveillance, including profit incentives for corporations and the shortage of data protection laws in developing countries. Delegates will study the current tools used by countries such as the facial-recognition checkpoints in China’s Xinjiang region to reflect on existing international regulations from entities like the UN General Assembly and the European Union. As the internet grows along with digital surveillance, UNHRC’s ultimate goal is to implement standards that respect the rights of individuals, protect the privacy of everyone, and respect the security needs of countries. You as delegates would be a part of that change!
Committee Staff

Head Chair
Sanika Parvatikar
Hello everyone! I am Sanika Parvatikar, and I am going to be your head chair for GA 2 at VMUNC VIII. I started Model UN in my freshman year and have continued through my senior year. From participating and vice chairing at VMUNC to attending collegiate conferences including DMUNC and BMUNC, I have made great memories with friends and peers. Outside of MUN, I love to dance, go on trips with my dog, and hang out with friends. My biggest advice for newcomers is not to be afraid to speak up when you can. Raise your placards, involve yourself in unmods, and communicate with other delegates. It might feel intimidating at first, but everyone starts in the same beginner boat. Use your resources, including the topic guide, and ask your chairs questions about position papers or resolutions. Most importantly, have fun and use this experience as a learning block.

Vice Chair
Aarohi Mishra
Hello everyone! My name is Aarohi Mishra, and I am a junior at Vista del Lago. This is my second year of Model UN, and I am thrilled to be a Vice Chair for GA 2. MUN has been a great experience, and I have learned skills that I did not have in the past. Outside of MUN and school, I spend time with friends and family, enjoy music, and work on my hobbies. My advice for new delegates is to be yourself and give it your best shot. Your ideas and opinions matter, so stay true to yourself and have fun!

Vice Chair
Avyukth Salver
What's good everyone! My name is Avyukth Salver, and I am a sophomore at Vista del Lago. This is my second year participating in Model UN, and I am excited to be part of the VMUNC VIII staff. I have competed at several conferences and earned Best Delegate at VMUNC VII and ARCMUNC III, plus a Research Award at BruinMUN 33. Outside of MUN, I am involved in Academic Decathlon, debate coaching, volleyball, entrepreneurship, and my nonprofit, Crayons for Change. I also enjoy spending time with friends and working on new projects. My advice for new delegates is to treat committee like a conversation, not a performance. Build on ideas, ask follow-up questions, respectfully challenge points that do not make sense, and stay active in debate. I am looking forward to meeting everyone at VMUNC VIII!

Vice Chair
Shafeeq Mahbub
Hi everyone! I'm Shafeeq, and I am a senior at Vista del Lago. At this year's VMUNC, I am participating as a Vice Chair for GA 2. I have done MUN throughout high school and attended conferences such as DMUNC and BMUNC. This is my second year on staff at VMUNC, and I am excited to see all the delegates. Outside of school, I enjoy listening to music, watching sports, and spending time with friends. For new delegates, I recommend talking whenever possible and putting yourself out there. It is every delegate's first or second time at VMUNC, so everyone is a beginner. Make sure to have fun!
